Since January my stipend has arrived between the 12th and the 18th instead of the 1st. Payroll says the grant office releases the funds late; the grant office says payroll processes late. My rent is due on the 3rd and I have paid a late fee four times this year. I am on an assistantship, not a fellowship, if that matters. Has anyone actually got this fixed rather than just absorbing it?
Get both parties on one email thread and stop being the messenger. Every time you carry the story between two offices they can each keep blaming the other. One email, both addresses in the To line, subject "Stipend payment date - grad assistant, dept of X", short factual timeline with the four late dates. The blame game only survives in private.
Copy the department's business manager or fiscal officer too, not the DGS. That role exists to make exactly this problem go away and they usually know within one reply which system is dropping it.
Did not know the business manager was a distinct person from payroll. Emailing her tomorrow.
Ask whether the delay started when your funding source changed. Mine slipped by exactly two weeks the month I moved from departmental funds to a grant line, because the grant reimburses in arrears and nobody had bridged the first cycle. Once that was known it was a one-time fix, not a monthly fight.
In parallel, call your landlord and ask to move the rent due date to the 20th. Landlords deal with this constantly and a due date is far more negotiable than people assume, especially if you have never missed the actual payment. That fixes your cash flow this month while the bureaucracy takes three.

Check whether your appointment letter states a pay date. If it does, you are not asking a favour, you are pointing at a contract term, and the tone of the conversation changes. Mine said "monthly on the last working day" and quoting that line got it resolved in nine days after four months of shrugging.

Also worth checking whether your union or grad student association has a payroll contact. Ours had one person who could look up the actual transaction log and tell you which step stalled.
