Whether that is worth USD 2,100 to you is a personal question but it is the actual trade rather than the pint ratings.

Ran two portables for four years, then had the ducted unit put in when the furnace was replaced and the marginal cost was much lower. The honest difference is not capacity, it is that the ducted one is silent in the living space, drains itself, and treats the whole house evenly instead of making one room pleasant and the room next to it worse. If you are not already opening up the ductwork for another reason, that price gap is hard to justify on comfort alone.

Sticky second floor in a forced-air house is often a distribution problem before it is a moisture problem. Ask whoever quoted you whether the return upstairs is undersized, because if the air is not moving up there, a whole-house dehumidifier is being asked to fix something a damper adjustment might handle. Worth an hour of a balancing tech's time before spending USD 2,600.

Whole-house if you plan to stay ten years, portables if you might sell inside five. The ducted one is not coming with you and it does very little for a valuation.

Basement that smells after rain is a water-management symptom and I would spend the first USD 400 outside. Gutters, downspout extensions, grade sloping away from the wall. If the smell survives all of that then size the equipment, but you will size it smaller.
