Can you propagate a snake plant in winter?

Knocked my snake plant over and snapped a long leaf clean off at the base. It is mid October, the flat is cool and my windows are north-facing.

Every guide says spring or summer, which is unhelpful advice when the leaf is already off and sitting on my counter. Can I actually root this now, and if so is water or soil the better bet in a cold dim flat?

You can, it just takes longer and rot is much more likely, which is the only real reason the guides say spring. Roots grow when the plant has energy spare, and in a cool dim flat it has less of it, so the cutting sits there wet for longer with less going on.

First thing regardless of method: cut the leaf into sections a few inches long, keep track of which end was the bottom, and leave the cut ends to dry and callus for a day or two before they touch anything.

Water or soil then, given the flat is cool and dark?

Four adjustments make winter work rather than merely be possible. Warmth, somewhere room temperature or a bit above and away from the cold window, and a seedling heat mat under the jar speeds it up noticeably. Light, as bright and indirect as you can manage, and a small grow light earns its money in a north-facing flat.

Then less water than summer in soil, and patience: do not lift the cuttings every few days to look. Firm base and healthy leaf means it is still working.
