Parts list is settled apart from one decision. I have $150 of slack and can either step the GPU up one tier, or go from 16GB to 32GB and swap a mid range NVMe for a much faster one. Mostly 1440p gaming, plus a lot of browser tabs and some light photo editing on the same machine. I don't want to buy both now and I'd rather not open the case again for a year.
GPU, and it isn't close for your use case. At 1440p the graphics card sets your frame rate almost entirely, and one tier up is usually 20-30% more performance. Going from a mid NVMe to a top one changes level load times by a second or two and changes frame rate by roughly zero.
16GB is genuinely enough for gaming and photo editing today. If you find yourself short in two years, a second 16GB stick is a ten minute job and the price will have come down.
Safer, yes. But the failure mode is that the mismatched pair won't run its rated speed, which costs you a couple of percent, not that it won't boot. Weigh a couple of percent against 25% more GPU.
Is buying a matched pair now not safer than adding a stick later?
Mild disagreement from the boring corner. If your photo editing means 60 megapixel raw files and 40 layers, 32GB is a real quality of life change and you'll notice it every day, whereas the extra GPU tier gets you frames you may not be able to see. If it means cropping phone photos, ignore me and buy the GPU.
It's phone photos and the occasional raw file from an old DSLR. So GPU it is.
GPU. Buy the fastest card you can live with on day one, because it's the part that gets outdated first and it's the most annoying to sell on.

One caveat on the GPU tier: check the VRAM, not just the model number. At 1440p with textures turned up, an 8GB card of any speed will start stuttering in a way that no amount of raw performance covers up. If the cheaper tier has 12GB and the pricier one has 8GB, buy the cheaper one and put the $150 elsewhere.
