I went through this last winter and ended up moving the tank rather than changing the filter. Two metres from the bed against a hollow stud wall is worst case, because the wall becomes a speaker. Same filter on the opposite wall, which is masonry, is inaudible with the door shut.

Basement that smells after rain is a water-management symptom and I would spend the first USD 400 outside. Gutters, downspout extensions, grade sloping away from the wall. If the smell survives all of that then size the equipment, but you will size it smaller.
Terse: if your own plan involves less income in three years, do not buy a payment that requires today's income. Talk it through with someone qualified who can see the whole file.
