Half a fence is the worst outcome and the post is right to be blunt about it. An animal that pushes through a weak fence has learned the fence is survivable, and you will not un-teach that.
The number that matters is measured, not assumed. A cheap tester on the wire, checked after you strim, because vegetation touching the line is what quietly drains it. Mine dropped to nearly nothing over one summer of growth and I had no idea until I tested.
