Cold-weather trousers for one bag that are not jeans and do not look like hiking kit

The base layer answer is right and worth taking further: get one that is not obviously thermal underwear, so it works as a shirt layer on its own.

Then the same garment covers cold days under trousers, evenings on its own, and sleep. Three uses out of one thin item is the whole trick of packing light, and it is much more effective than optimising any single outer garment.
