Tape comes up constantly in these discussions and for a one-person operation it is almost always wrong. The drive costs more than several years of everything else, and it only starts making sense at a scale you are nowhere near. Ignore it unless you are shooting far more than you describe.
Hard drives are the sensible default. Cheap per terabyte, and the failure mode is well understood as long as you have more than one copy and you actually check them.
Cloud archive tiers, the cold storage classes, are genuinely cheap to store and deliberately expensive and slow to retrieve. That shape fits an archive well: you are paying almost nothing for years, and the one time in three years you need a job back, you pay a retrieval fee that is trivial next to the invoice for the re-edit. Read the retrieval pricing before committing, because it is where the cost actually is and it is not the headline number.
The combination I would suggest for you: raw footage on drives with a defined retention period from the contract above, and the small permanent set - masters and project files: in a cloud archive tier, because that is the part you want to survive the shelf falling over.
