Check what's enforceable where you are before you pick a number. Some places cap it or have a statutory rate that's actually better than whatever you'd have invented.
Two foam panels is essentially no treatment. Thin foam absorbs from maybe 1kHz up, and your problem is two octaves below that. What actually works in a small bedroom is thick absorption, 10cm mineral wool panels or a stack of duvets, and you need enough of it that the room sounds noticeably dead when you clap.
190gsm is a winter weight for that climate. I moved to 150gsm for anything tropical and drying time roughly halved. Downside is you can see through it a bit in light colours and it will wear through at the pack strap in maybe a year.
That single change is worth more than any plugin anyone will recommend in this thread.
Chest-carrying a 20L on a hiking day is fine, chest-carrying it through three airports in October with a shell tied to the outside is miserable. Small thing, but I'd weight it.
Build, don't buy, at that budget. Mineral wool slabs, some cheap timber and fabric will get you four proper thick panels for around 150 where 200 of retail foam gets you a nice looking room that measures identically to an untreated one. Takes an afternoon and one trip to a builders merchant.
