A city at eleven is a different city. It is not a consolation prize.

Glad to see the walking one defended, because it gets dismissed as what you do when you have failed to make plans.
A city at eleven at night is a genuinely different place - different people, different sounds, the shops that only open then, the areas that are unbearable at noon and calm after dark. I have had some of my best hours travelling doing precisely nothing but this, and unlike everything else on the list it requires no arrangement, no booking and no other human being agreeing to anything.
The obvious caveat is that this depends heavily on where and it is not equally available to everyone. I have areas I would not walk at night and I check with someone local rather than guessing, which is a small thing that costs nothing.
But as an answer to "the evening is empty and I have no plans" it is real, and it does not need anyone else's schedule.
