Before calling it jail, open the sitemap report in Search Console and compare discovered pages against indexed ones. People looking at one of the wikis on that list found its sitemap files being rewritten in place on every edit, so fetches sometimes returned half-written XML.

Average position blends every query, country and device into one number. Filter to a single query and a single country before you trust it.
