For a small tank the honest answer is shrimp and snails rather than fish. Most of the fish in this category get larger than people expect and several are poorly suited to a tank under a hundred litres, whatever the shop says.
Also worth knowing before buying otocinclus specifically: they need an established tank with real biofilm, and most losses happen in the first fortnight because the tank was too clean and too new. Add them last, not first.
