The 88% not localised figure is the only thing on this page I would act on today. People read localisation as translating the app and skip it because that is weeks of work. You can translate the listing on its own: title, subtitle, keyword field, description, screenshots. The app stays English and you still show up in searches you were invisible for. It is the cheapest reach available and almost nobody does it.
