If you had story access you would go and look at the story. That is the whole reason to want the build. Somebody with hours of playtime, several changes of clothes and one mission is behaving like a person who cannot progress rather than one who is choosing not to.

Counties are also a police design, which is the part nobody is mentioning. If jurisdiction changes by county then a chase across a county line becomes a mechanic rather than a loading zone.

If the police are tracking a description rather than tracking you, then changing a shirt or ditching the car becomes a real escape route instead of hiding in an alley until a circle stops flashing. That is a different chase loop entirely.
