I am one size at the bust and two sizes bigger at the hip, do I cut the bigger one and take it in, or is there a proper method?

Every pattern I pick puts me between sizes, and not slightly. Measuring properly, my bust lands on one size and my hips land two sizes up, with the waist somewhere in the middle. So far I have cut the larger size…
